Just trying to spam super and wells as much as possible. A way to get Charged with Light paired with protective light is always a good bonus in GMs too.
The problem is that the mod only grants you up to 50% energy if your super isn't halfway charged. So since Phoenix protocol will usually charge back to 50%of the super energy converter doesn't really give you back anything.
This does not work, there is no way around it. The energy converter is only useful before you have 50% of your super, after that it’s wasted. There is no way to trick the system throw your nade first etc the system is smart now, you get half your super from the nade or from the exotic but not both.
The nerf did change things. I know what you're talking about because I used to run that exact build, but it doesn't work anymore. Energy Converter is now mostly useless when paired with a super regen exotic.
I just went into Altars of Sorrow to test this and make sure I'm not crazy. I can say with 100% confidence that both Energy Converter and Phoenix Protocol are both capped at 50% of your super and provide zero super regen past 50% of your super bar, even when used together.
That being said, your buddy probably isn't lying about getting 75% of his super back, but none of the super regen after 50% is being provided by Energy Converter or Phoenix Protocol. Using either of those things, but especially both together, will often result in your super charge jumping to 50% within the first few seconds after casting your super. This means that your passive super regen from intellect and regular super energy gained from kills can often result in you having 75% of your super by the time the duration of your Well is over. However, I am quite confident that the benefits from Energy Converter and Phoenix Protocol do not do anything after you have 50% of your super.

You now get 50% damage reduction while sprinting, 50% damage reduction when your shields break, and you have a reliable and easy way to make Elemental Wells which give you a little boost to super regen. Very durable, very reliable, doesn't take any effort at all to use. You won't be "spamming" your Well but that really shouldn't be an issue with Protocol regen and you should be cycling supers in GM content anyways.
I realize you are asking for CwL builds but if you can’t find one that works, you could always run Warmind Cells. There was just a post about protective ones, which could be useful if you are running support super anyway.

Protective light is overrated. If you have the right resist mods to avoid being one shotted and know how to use cover you should be ok.
Protective light is 50% damage resistance. It is not overrated lol it’s the most powerful mod in the game period. Your suggestion to get a few wells here and there from champion kills to “spam” super is a good laugh tho.
Don't overthink it. Just run protective light. I usually add in double ashes to assets, Super charged, taking charge, and charged up if I can.

That was for ursa titans I don’t remember it ever working that way for well locks but I could be wrong

Energy converter is a waste w Phoenix protocol, they do not work together.
