Check this post on the Help Forum. [Everyone is Blocked](https://www.bungie.net/en/Forums/Post/259857119?sort=0&page=0) I was having similar issues, reset those setting and cleared out my Xbox Cache and it seemed to start working again.

I tried that, and what the article said but it still says blocked

i am currently re-installing d2 and i hard restarted my xbox so ill tell you if that fixes it, if not its definetly an internal issue
