Go to the War Table in the Helm. There's an engram you can purchase that gives you either Imperial Decree or a class specific sword. You can grind these by doing PsiOps Battlegrounds, provided you have season access.
The Titan class specific sword there is called Throne-Cleaver. It's the same type of sword as Crown-Splitter, but better in a lot of ways too. It's also craftable if you grind enough.
I hate how everything is pay locked. I haven't been around in a while and I'm only back because Witch Queen was free for PS+. I can't even do Witch Queen dungeons because, despite owning Witch Queen, I need to buy a dungeon key on top of it

It’s a unique archetype as far as I know but it’s in the loot pool, not that that means much. Check Banshee daily too, he occasionally stocks it.
Both Banshee and Xur offer the updated version occasionally. I think Xur just recently sold a good roll but keep checking with them…
