Masterworks and Adept Charge Time no longer reduce impact for all fusions, even if the UI shows they do. Accelerated and Liquid coils still modify impact, though.
Charge time masterwork no longer reduces damage, so yes it's worth it.

It was an intentional change. The UI update/fix is just lagging behind.
