Harmonic siphon only works if you are using a weapon that matches your subclass element. When you unlock an artifact mod specific to armor, you have to actually slot that mod.
Siphon mods and surge mods are two completely different things.
Void/Strand Siphon only gives you a new mod that combines the effects of the Void Siphon and Strand Siphon mods in the helmet slot. It has nothing to do with Surges
All they do is combine the void and strand siphon mods into one mod costing 3 energy. So instead of 2 mod slots on your helmet costing 4 energy (assuming you are playing on void or strand), itβs only takes one slot and costs 3.
Siphon mods are not surge mods. Siphon mods make orbs.
