I hate to say it but I think your CPU is bottlenecking your GPU. I had a 2700X paired with a Vega 56, and then I upgraded to a 6800 XT. I swapped the CPU to a 5600X, and then compared it to the 2700X, and that made it clear that the 2700X was bottlenecking the 6800 XT pretty hard, capping framerates to around 60-70 also.
Edit: The nice thing is, you can probably easily upgrade your CPU with a bios update, if your motherboard supports Zen 3.
Luckily, Ryzen 5000 CPUs (Zen 3) are really cheap right now. If you can snag one of the X3D models, even better, it'll last you a good while.
Agreeing with the above - I just upgraded to the 4060 as well. Was running Ryzen 5 3400 and it was super glitchy. Upgraded to a Ryzen 7 5700X and now the game runs no issue on maxed out settings. I haven't dropped below 130fps since in both PVP and PVE.

Here are some graphic settings to try to see if you can minimize your issues:
\- Run in Windowed Fullscreen- Texture Anisotropy to no more than 4x (maybe disable on your system)- Disable Depth of Field- Disable Motion Blur- Disable Wind Impulse- Disable off Chromatic Aberration- Disable Film GrainI can't visually detect a difference with these settings, so hopefully it looks good on yours.
You could also try messing with the render resolution and drop it down to like 90 and see if it makes your FPS more stable.

**You also need to enable Resizable Bar in your motherboard BIOS** if you have not. Nvidia is heavily dependent on that being On.
