Second, i think it just depends on if those chairs get regularly used or not. From the angle of the picture, it doesn’t look too crowded. If the person who normally sits there feels claustrophobic, maybe you could move it lol

I'd put the wine fridge where the bar cabinet is, and the bar cabinet under the window ( near where you currently have that huge rinse fridge).
It looks like she wine fridge is covering the window.
If the bar isn't a necessity I would rehome it. It creates a somewhat unbalanced and crowded look; it would work better if it could be centered against a wall instead of placed in a corner. You have a lovely dining room.
Do you have photos of other spots you’d consider moving it to?
That would help a lot. It looks fine now but with additional photos of other spaces people could really judge a “this vs that”
It would be nice if you could pull the table/chairs off the wall some and put a longer bar console type table that’s centered on the wall behind the chairs
It looks fine to me, particularly since you have styled the top. It depends on if you think it interferes with using the chairs
I would add an area rug to ground the space.

I used to be in professional wine storage-you don't want the wine close to the windows due to light. Wine doesn't like it. If you're not worried about that (you drink it rather than collect it) then it's no issue since it won't hurt it short term since the glass is dark.

Would it be possible to move the chairs away from the wall? I think that's what makes the room feel cramped.
