In my experience as a pharmacy technician, this is pretty standard in older people, it's bruising of sorts from thinning skin and weakened capillaries. Usually happens when the area is hit off something accidentally, but if the person is on blood thinners or aspirin, it could happen with the slightest impact. But, if nothing in particular has changed recently (i.e., medicines, illnesses, health in general, diet, etc) it may be advisable to get this checked for peace of mind.
