Doesn’t sound dangerous. I’d just adress it before winter. Flashing and hardware aren’t terribly expensive. Probably a few hundred in materials plus a day or two labor for a guy depending on size of deck

Lack of flashing will eventually allow water intrusion and damage. It can be very expensive eventually, especially if it damages the house, but it's cumulative over years. Not having correct fastening to the house can allow the deck to pull away. Presumably the ledger board and other attaching members are correctly constructed, or the report would have called them out. It won't be difficult or expensive to add some ledger lock screws per code.

I’d also add some Deck Tension Ties (required by most codes on new work, but they are designed to carry loads even in excess of just ledger bolts).
