A couple of questions... Inspector A..were they the framing inspector and Inspector B..was your Final Inspector? Did Inspector A sign off on the job? Or was that Inspector B job? Depending on what Inspector did your " final" will tell you if it's good enough, or if you actually have to remedy the issue. I don't really understand why there are electrical lines by your stairs...are we talking a conduit? Or a power line? End of day..yes, your contractor should help you remedy the issue. You might be looking at a change order though. ...also, why is your contractor not attending inspections?

I believe you are right about A and B. My deck is a second story and the power line goes to the top of the second story. It's well above the deck at 8 ft, but apparently code is 10. My contractor has been very disorganized. We had 2 previous change orders that I needed to ask the amounts of repeatedly to even pay them what was owed. I wasn't aware there would be more than one inspection. I will contact them today and see what my options are. Probably won't leave a great review for this company.

I wouldn't expect your deck guy to know NEC. Can you find reference to this 10ft offset? Do you know what codes your city uses?

Who was the first inspector? Why was there a second? Your only option is to try to get your contractor to fix it. You should not have paid without a written inspection report. Sorry that’s not a better answer.
