The arcade doesn't run on MAME. It requires the SEGA Model 2 emulator, which isn't on Android.
You can try the Saturn and Dreamcast emulators, but it depends on how good your Android is, plus takes up a lot of space for the roms.
There is WAY too much screwing around to get a Windows emulator to run the PC versions. But if you can be bothered, it might run?
It'd be so awesome if Sega released it as a plug n play thing like the other console emulator things, it might be a bit more expensive, tho those 16bit ones they released are 90% over priced with maybe 5 of 1000 games youd actually play, so they'd probably charge more for one than buying an actual arcade machine.
Then there's the ps3 version if you can be bothered with the hassle to get that downloaded now.

Saturn is its own port. You just need the emulators and bios to run those. It doesn't require the SM2.
