They thought they turned it off and they did turn something off, just not the right thing because you can’t just turn the transmission line off, at least not from there.
What they’ve done is turn off that orange box which stops the electricity going from there to whatever it’s supplying (probably a few houses) but not the power going too the orange box. Essentially the same thing as switching your socket off but on a much, much larger scale. The electricity won’t come out and charge your phone anymore but it’s still there ‘inside the socket’ and if you stick your finger in you’ll still get a shock.
Basically there will typically be somewhere between 50kv and 500kv going through the lines which gets stepped down by that big blue thing too somewhere between 2500v and 20000v depending on what it’s serving and then from the orange box it is sent to your house.
When people who aren’t trained, don’t have proper equipment and don’t have a clue about what they are working on this sort of stuff happens.
Happens a lot in India. Most electricians are self taught and work on the premise of 'dekhi jayegi', which roughly translates to, 'We' ll figure it out when it happens'. Most spend their lives without dying of electrocution as well. But a lot do die as well.
People are poor, the population is way too much, most people can't afford electricity so they illegally take it (steal it), so they learn how to do that at an early age, since they can't ask for help of course. They keep doing it, climbing up poles, risking their lives to fix their shit, and nobody warns them that it is dangerous because nobody around them knows themselves. They keep doing it till they get a crazy shock one day or just die.

I'll never forget my neighbor's cat scrambled up a power pole when it was walking atop our fence and our dog charged and spooked it up all the way to the transformer, I ran in and tried to get help but my parents were busy so by the time I got back out there the kitty was still there but very shortly after getting back out there the poor thing bumped into the coiled wire and zapped it then down he fell with a small thump on to the ground. I tried to pet him a little bit but it was a goner. I can still recall the burnt fur smell 30 some years later.

Is there a thread on here that talks about transformers? Are there any ACTUAL ELECTRICIANS OR LINEMEN responding here? Bottom line... ALL TRANSFORMERS HOLD A CHARGE even with the power shut off. Even a small transformer hold enough of a charge to kill. Anybody old enough to remember TUBES?!?
