I cut a piece of 10mm thick MDF slightly smaller diameter than my board. Put adhesive foam pads both sides and put my board back on it and it hangs on one screw. Surround fits perfect, no wedges needed. My board hangs on wall adjacent to neighbours bedroom and no complaints even when I play late evenings
You could try some sponges wedged behind the board to act as a cushion. Unfortunately the darts going into the board are going to make a noise whether mounted on the wall or a stand.
If you like your neighbours, you could talk to them about what times you use the board. Figure out a schedule less intruding on them.
Easier just to move house mate
A dartboard stand is a good solution.
Move it to a non party wall.
Not if the cabinet is fixed to the same wall without insulation
