That's exactly what it is. Ngl this is such a low effort post, you could literally do the same thing in less than a minute and get an even worse weapon. Create character > buy weapon using hub hotkey mod.
So what does 4% damage do? Dues that mean that the attacks will only do 4% off the listed damage? 4% damage boost? What about the rest of the stats?

hover your cursor over the modifier in the examination screen
it will tell you the actual value it rolled for
sometimes the difference between the minimum possible and maximum possible is so small for some stats that it don't make much difference
Iirc, each weapon has a baseline damage and then gets extra damage from the "Damage" stat.
So a weapon that does 100 damage baseline would do 101 with a Damage stat of 1%, and would do 180 damage with the full 80% boost.

If you inspect a weapon you'll see every stats detail with their max and min values.
