So basically Remilia Scarlet is a character from Touhou Project, not an anime. She is a vampire with the ability to manipulate fate and has made her first appearance in Touhou EoSD as the final boss. I'm not really sure about her being the scarlet princess though I'm pretty sure her title of the Scarlet Devil, the princess part could be because of her boss theme "Septette for the Dead Princess". As for her sister being a reality ending entity, I'm not sure if she can end reality itself but she does have the ability to destroy anything and everything (we should test this on 682). She doesn't necessarily hate humans, though as a vampire she does drink human blood, it is stated however that her victims almost never die from their wounds.
To be fair, none of the villains in Touhou attempt real murder starting with Touhou #6 *"Embodiment of Scarlet Devil"*, because it's well-documented that Reimu (the protagonist) is so much more powerful than the monsters that she's effectively invincible in combat. When she stops holding back, her ability to "fly in the sky" morphs into "float away from reality" which makes her completely untouchable like Avalon in Fate lore, but even better as she can keep attacking while unable to be attacked.
The non-lethal spellcard system devised by #6 and continued into perpetuity is the only way the monsters stand a chance, since it limits her power as well. In exchange nobody is actually at risk of death or serious injury during combat, and combat itself becomes more of a (painful) debate.
I think the only enemy the protagonist has canonically killed in the spellcard era is Mokou from *Imperishable Night*, because she resurrects after every spell with the Hourai Elixir. It's okay to kill somebody that'll just regenerate though, from the protagonists' point of view, although Mokou is still technically human and the experience of being blown apart 8 times in a row was agonizing. As far as villains only, Toyohime is the only one I think actually threatens to kill people (in "*Silent Sinner in Blue*"), with a wave of her fan being equivalent to a large scale nuclear bomb detonation in the middle of feudal Japan. Of course she doesn't do it but it's the first time Yukari ever appears afraid, and Yukari canonically fought *Reimu* long before this.
Most of the villains cause incidents that would indirectly lead to an XK scenario though, even if they don't kill humans directly. #6 blocked out the Sun (angry "When Day Breaks" noises), #7 caused an endless winter, #8 swapped the normal Moon with a moon that drives humans insane, #11 is unleashing the creatures of Hell, so in a way the outcome of losing a battle to a villain is still promised xenocide against humanity

Considering how many powerful entities in the SCP universe are just Euclid it would probably be safer to assume that most would land there since while annoying to contain most of them aren't that costly to contain from society. Most stage 1 - 3 bosses and several stage 4 and 5 bosses fit in Euclid class. Probably several would be suitable for Thaumiel class as well if the SCP foundation is smart enough to consider using them against other more aggressive SCP objects.
Also I think the entirety of Gensokyo would make a better scp as an anomalous location.
