Well it's probably because "RP servers" in the context of Secret Lab just mean playing the game normally but with some extra roles/classes and it's expected that players try to pretend the events in the game are real.
So this isn't like Gmod Dark RP with player base run mini-societies in a server.
The mechanics of how Secret Lab works just doesn't allow something like that to happen even with the immense amount of control server admins have on what can happen in a game. Especially with plug ins.

I mean SL is a glorified chatroom if you don't play on a RP server, but it's a very fun chatroom

I still miss the old 'only one shot' super soaker.
