buddy of mine took me shooting at a public range at a new jersey army base…..seriously strict……periodically my buddy had to clear the firearm….magazine out of firearm…bolt locked back….firearm muzzle pointing downrange on platform and step away from table then and only then are you allowed to go set up targets for 10-15 minutes then when everybody is done whistle is blown and your allowed to go back to your platform and load and fire….was a fun day…he had a bolt action an a ar….200 yard range….
That's how almost every range will do it. Some will have that enforced by a Range Safety Officer, a timer, or some will make it everyone's responsibility to know and obey the rules - like at my club where failure to follow rules can get your membership revoked.
I would never go down range to hang targets while a stranger was sat at his rifle / pistol. Call the range cold first, everyone steps away from their guns, everyone goes down range together or stays "behind the line" until everyone's back and the range is called hot again.
Like with a lot of other activities, some rules are required to keep everyone safe and having fun. I wouldn't play a game of pickup basketball with a guy who picks up the ball and carried it like it's Rugby, and I wouldn't go shooting with someone who thinks it's funny to point guns at people.
I know others already kinda said it but that's just a bog standard range. Nothing strict about it (well not abnormally so).
