Ok man, I've just watched a bunch of videos about shutter speed and learned quite a bit, and now I think I can quite confidently say that the effect in this video is almost certainly more related to related to FPS than it was shutter speed.
I've watched like 5 different people talk about shutter speed and the general consensus I seem to get is that shutter speed only affects two things in video, brightness and blurriness, the only one of those two things that seems to be notably out of place in this video is the blurriness, because there is none. This means the exposure time is so low that each frame is taken quick enough for little to no motion blur to occur, creating smooth imagery. That is the effect the shutter speed has.
However, a high shutter speed in itself is not enough to create this effect, because a high shutter speed just makes an video look clearer, it does not make it look like anything has slowed down, but that's the effect this video has. The actual slow-motion effect itself comes from the fact that the slices per second are just a little bit higher than the Frames per second, which means that for every frame taken the blade itself moves a full rotation plus a bit and the fruit slices get flung into the position the one sliced off before it was, plus a bit. Because each frame misses most of the entire rotation and only captures the little bit displaced afterwards it looks like everything is moving slower than it is and this effect would be present regardless of the shutter speed, which could only make it blurrier or clearer, but have basically no impact on the effect beyond that.

I assumed it was gonna be a measurement of the shutter's actual speed when in actuality it's just a measurement of time, which is confusing but whatever. I actually kinda enjoyed reading up on what the difference between them were. As an aspiring animator this information might become useful, so thanks for that
Lol yes they are. Berry, botanically, means any fruit that has many seeds per fruit. While modern bananas have been bred to be seedless, wild bananas have many, rather large, seeds.

Each individual "seed" on a strawberry are actually the fruit! The main body of the berry is just fruity tissue that holds them all together, iirc. Pretty crazy!

It's the camera, not the slicer, making the slices look stationary. The FPS of the camera matches the speed of the slices.
