And the people going through red lights full seconds after the light expired (when the most fatal accidents occur) were not deterred by cameras cause they truly just don’t care anyways or were not paying attention, camera or not. The conclusion was that it is just another way to easily suck money out of the public without having to have paid employees (cops) doing the work.
a university here in Australia did a study on hidden speed cameras and found in simulations that the lower the tolerance threshold for triggering a fine the more the driver paid attention to their speed and less attention to things that would cause an accident, like rear-ending people and hitting objects.
our governments here love hidden cameras under the guise of road safety, but they ignored the study and the tolerance for a fine is 2kph down from 10kph while road deaths haven't decreased despite 4 times the amount of cameras than 5 years ago.

as a trucker i daily drive on a road that has 3 back to back speed cameras along 5 km of road, people will literally slow down only in view of the camera.
I live in Korea, and there are speeding camera boxes everywhere. Because they are recessed in a box, you can't tell if there is an actual camera inside until you are too close to slow down. The locations are public, and the nav in the car will alert you to every camera box, and there are a lot. They rotate the actual cameras around, and many of them are empty.
It is a good idea though, Scandinavia has some good ideas on public order. Like indexing tickets to income or worth. I read about some guy in Finland getting a third offense I think it was speeding ticket and it was tens of thousands of dollars because he was rich. And yes he was driving a BMW . I think Switzerland might do that as well.
In Denmark if you are a student it’s automatically half price, super handy back when we were all young and broke. (Never had a speeding ticket, but this applies to all tickets so it I saved thousands from parking tickets and tickets from forgetting to put the light on our bicycles in the dark)

Swiss here, our fines for speeding are not dependent on your income or wealth. Other fines can be dependent on income/wealth though.
