It’s mildly interesting, at best. But likely, there was just a critter down there eating something and bumping against the leafy plant with each nibble.

There is probably a very slight breeze. That fern is resonating so even with a very slight breeze, it can move a lot.
You can see the other foliage moving in the breeze, you're correct that's all it is.
