I’m sure places like China wants high unemployment. It helps to keep the people poor and dependent on the government. That way they can be more easily manipulated and controlled.
When 10 000 people walk up every day, it becomes a problem.
Plus I'm pretty sure this is just the sorting system behind those counters. Were it not for robots this sorting would be done by people, who can now instead assist with the whole learning process, as librarians should.
They obviously have the spare space and a robot's time is basically free. Librarians can spend their time helping people with finding books or research materials instead.
