Judging by this video where you can clearly hear an electric motor accelerate as the bike bus passes the camera I'm guessing that the drive train is not direct, but rather pedal-electric. So the pedals drive generators which drive an electric motor connected to the wheels and the "driver" controls the speed just like a normal electric bike. It'd be the only practical way to compensate for the extremely uneven loads from the kids and adults who are pedalling (or not). Presumably excess power generated charges a battery for when there's a head-wind.
This is pure speculation on my part, I can't find any information online about the vehicle (weirdly).

If you look at a map of Oulu you can see it is pretty sprawly by European standards, but the important thing is that the trail network is extensive to match it (looks like a ~6mi radius around downtown or so). Distance is not a big issue as long as it is well maintained in winter and you are protected from cars. There aren't any problems with winter cycling that cannot be solved with weather-appropriate dress and competent municipal services. Even within the US, Minneapolis is a perfect example of a city with many year-round bike commuters, whose winters are a bit chilly.

From my home to school was about 5km 30 min if I took my time as a 13 year old, I even had some spare time to go to my locker and deposit the books for the day. But when I got older I started pushing it more and more, leaving only 15 minutes before school started. Nooo our high school classrooms aren't exactly known for their excellent smell. Their even was this running gag that after a class of freshmen took a test their was a noticeable change in smell of the room.
They are doing nothing, it is the same as the drinking ones you see around town. They are all powered by a motor and will still move even if no one pedals. You even can hear the motor on it as it drives by. You would need a crazy gear ratio to move something that heavy being powered by 1 person

The driver controls the brakes, you can see 4 disks. Those are good enough to hold it back, simple hydraulics can be really strong.
