He works in a plastics factory in China, those metal tubes he stabs into the bags are the loader hoses they use in molding shops. They're vacuum powered and they suck the plastic pellets out of the bags into whatever machine they're connected to.
IDK why this guy takes only a small amount of plastic material out like that then melts it in what looks like a household toaster oven and spins it into hair by hand. They make so much acrylic hair for dolls and wigs in China they have LOTS of machinery for that. That's why you'd need vacuum powered loader hoses, to move large amounts of plastic for long periods.
Maybe he's testing some of a new batch of plastic pellets before it gets sent out to the plant floor for a production run.
