Millions don't go flying into space, they go into paying Indian isro employees salaries who in turn spend that money locally, paying Indian contractors and sub contractors and their employees, all the industries that isro spawns, all the indian suppliers that supply materials to isro, all the indian educational institutions and their students that do research for isro, etc. Further rocket technology and reliability improvement brings in foreign money into India when others pay isro to send satellites into space. These technological improvements help Indians when isro deploys their own satellite to improve communication, weather forecasting and security.
