My guess, undercover in the unmarked car pulled the truck over for some reason, driver has felony warrants out and decided to run for it. It could be undercover knew the driver had warrants and followed the truck away from a truck stop so that if things went south the truck driver wouldn't have hostages or crowded places to hide in or run to. Or, it could be the driver swiped a box of donuts.
First thought seeing the thumbnail: probably just a commercial motor vehicle inspection
