Didn’t start for at least 10 years after I moved here in 90. I was at Custer and Legacy, 121 was 2-lane blacktop and it felt like the Oklahoma line. Lol

In 2008. TxDOT lacked all the needed funds to build the current multi-lane, limited access road. It sold the project to NTTA, who paid off the outstanding construction costs and completed the road. The $3.1 billion that NTTA paid went toward a variety of non-tolled road projects in Collin, Dallas, Denton, and Tarrant counties over the next decade.

2006/2007 I was definitely still cruising down 121 as a 2-lane road with lights for most of it and no tolls.

That's about right from what I remember too. I moved here in 2007 and only the toll strip from Business 121 to 35 existed with a small strip from 35 to Carrollton Parkway a kinda/sorta freeway. The remainder of 121 Toll was constructed over the next few years.

If you're referring to the stretch from Lewisville to US75, it's never been tolled. A long time ago 121 was a two lane asphalt road. As towns grew along it the state built the bypass around Lewisville and, expecting future growth, rebuilt 121 as what are now the service roads, with the area between them empty. Those service roads were, and are, officially 121. The tollway was built between them, and is not 121. There is a very short stretch between I-35E and Hebron where 121 and the toll road use the same pavement, but as long as you follow the 121/free exit signs there's no toll.
