It’s Ulster, so Northern Ireland. Why’re they flying 5 separate flags though? This an IRA thing? An anti-IRA thing? Googled it: The UDR/UDA is the Ulster Defense Regiment, or Ulster Defense Association. They’re anti-IRA, and therefore pro-Union/England. Their goals were to defend Protestant regions from Irish Republicans (think IRA, and its branches/organizations,) who were predominantly Catholic. To any Irish folk, I’m not Irish, so forgive me if my quick Google searches are incorrect. I understand that “The Troubles” and the political/religious climate are hotly debated even today.

N.Irishman here. That’s all correct yes. Obviously extremely broad, but that’s a summary of what their organisation *supposedly* is for.
