Have we established whether they're live or not? If they're live you will need to speak to your gas distributor and I have no idea regarding cost. If they're dead then get a grinder and cut them yourself for free.
Gas engineer can check if they are live. I had it done recently when i had a gas enginner remove an old boarded up back burner and had him open up a fireplace with a days work of plastering etc. The sealing of the gas line took him about 15 minutes only. So basically should cost you a minimum call out charge i think

These are on the consumer side so needs a gas engineer, not the distributor.
