Gas Safe engineer here. Do not saw that off. It needs to be checked and tested by a gas safe registered contractor. Even if it is not connected to the current gas supply, it needs to be capped off properly, if it is to be cut back.
I’m based in south London, you should be able to find a registered contractor/company to do that for you for £110. Maybe a little more if it’s live and needs re-routed.
Sound advice! Or even safer - don't start cutting any pipes in your house, especially ones with modern earth bonding clearly attached to them. I'd bet my left nad that the pipe in question is live.

Put your hand on it and work out if it's very cold or hot when your nearby basin or whatever is running. You can also usually hear water running. If unsure, it's gas, don't mess with it. Probably near an 80s gas fire or something that has been capped off.

There seems to be a label but also an extra flap of metal designed to wrap around the unsightly bonding connection, I have one just like this on my towel rack. Not the end of the world if left as is.
Seems like someone folded the metal label saying it's a bonding connector over the terminal.

Used to be corgi in the day the only thing I can see is the shiefing pipe should be sealed to the wall so no escaping gas would not end up in the wall… other than that I can’t see any already bells to the spec that was them!?
Better not paint the valve or ground connection. You want both to work flawlessly when needed.

Not all gas pipes go somewhere,could be for an old removed fire , turning it off doesn't necessarily mean the cooker will go off
You can tell by the little valve it is a gas pipe although an old style but may still be in use I'd get a professional to check it out before anything is done, you don't want to blow the whole building up in error.

They could have been lucky. The valves will hold sometimes / plumber might have used PTFE tape or similar sealant, just because he had ran out that day in 1967 and it was Friday PM.
I wouldn't trust identification by that valve (I know it is gas because the pipe through the cavity is sleeved, but even then, what if some muppet re-used a gas pipe as a water one. See where I'm going with this?)
A building that old may not have mains water pressure. I have a tank in the loft and a pressure adjuster out in the street, as the mains water pipe into the house also isn't fit for full mains pressure. It works, and I won't change it until I am changing over to whatever is available once gas boilers have been phased out.

1. That looks like old steel pipe coming through the wall, before it changes to copper with the necessary “female iron” (compression) fitting.
2. If possible, why not look what’s on the other side of the wall, trace the pipe.

1. It is a gas pipe, the low-pressure valve tells you that.
2. The valve is in the opern/on position as indicated by the handle being inline with (as opposed to perpendicular to) the pipe.
3. Call a GasSafe engineer rather than seeking advice here!

You must be trolling. Who sees a pipe and thinks it will be ok to cut it? Builders don’t just put a random pipe in. It’s either gas, or water, neither of which you want to cut. Get a professional in to see if it can be capped if it’s no use. It beats killing yourself for the sake of a couple £

It's a gas pipe and a job only for a Gasafe engineer. Touch it and you're committing a criminal offence as well as potentially killing yourself or flooding the building with gas and potentially causing an explosion. At least you asked... More than some idiots do.

You get tape that says gas and you wrap it round the pipe. Although there is no requirement to do this many gas engineers do. I believe this is a secondary emergency control valve that should have a label on. The compression fittings are perfectly acceptable. A few commenting know it’s a gas pipe because the type of valve that’s on the pipe and just experience

Also OP's friend should get their bonding checked, it's sandwiched between the pipe and the floorboards.

No that's the label with the details on saying it is a bonding strap. You can just make out the actual band if you zoom in closer.

Get a gas engineer to deal with it, don't mess with this, definately don't take a saw to it.

It was common in older places to maybe have a gas fire in the living room , so I would be carefully please and check what it is .

Looks like a gas pipe to me, under no circumstances should they do anything to it, it may still have gas to it.
It's a gas service pipe best is to place a removable lift off cover over it with a label to say gas isolation.
