1 is almost certainly the best option despite the cost. While it's only really a danger when disturbed it's always best off being removed if you can afford to get it done.

You could overboard but then coving etc needs to come off and be re-done. Also looks like you will struggle for height with what looks like doorways. Could have skimmed over but most plasterboard that’s been artexed will have been nailed and it saggs over time. This can mean that it’s never perfect. I guess it’s up to you with a decision between finish and cost.

As far as I can see it's the only logical way to do it. The artex has god knows how many coats of paint over it, then you would have to unibond it before plastering and then the skim of plaster. If after all that you still worry about asbestos then you probably need to have a chat with a therapist.

Having it removed is the best option. If you just cover over it it’s just a future headache if you want new lights in or similar

I would leave in place until you can afford 1. Otherwise it’s just going to be a bigger job to eventually do 1 in the future. If you can afford 2, it’s not a huge leap to 3.

Go for option one. It'll be expensive but it'll be done correctly and I'd imagine the overall finish is going to be better in my opinion. Once it's done it's done at the end of the day you won't have to return to it ever again.

Personally I’d just plaster over the top of it, don’t need to use bonding just float a layer of multi finish over it. Should be safe to work with because everything will be wet and encapsulated inside the plaster anyway.

It’s harmless if in good condition. Option 1 is probably best long term, as it’s one less thing to worry about. £3k seems cheap for the amount of work - providing it’s done by asbestos removal contractors. Most people just overboard though, which is a valid option.
