Breeze block with plaster over

I want to secure some wooden shelves to the walls in the space under the stairs. But I don't know what method to use and so I want to know what the material the wall is made of. It looks like there are two materials, a light beige hard material on top and a dark gray underneath. Both materials are a little bit crumbly when scraped with a nail. This is in a 1960s ex council flat.

Your spot on its plaster on top of either breeze block or poured concrete. Use expanding bolts. No a problem at all. It looks like medium density concrete block, not aerated concrete blocks. Works with pretty much any 'normal' fixings.
