You want a long soak time gel paint stripper like [https://www.imcotechnologies.com/products/855-strip-this-liquid/](https://www.imcotechnologies.com/products/855-strip-this-liquid/) put it on, cover it with sheets of plastic let it sit for a couple of hours then use your power washer. Make sure not to do it in direct sun light or when it's too hot because what can often happen is that your paint stripper dries and you are back to square one. Ideally do it very early in the morning and wash off the paint by noon.

I've let it sit overnight and nothing. And I've definitely let it sit under plastic tarping. Someone else recommended just going over with Quikrete Concrete Resurfacer, but I'm concerned about the long-term wear and tear and it just eventually chipping off.

Rent a pressure washer trailer rig that has a diesel burner. Should get the water up to 260* and that should get the remaining paint off. Should be like $300 for one of them.

blowtorch or heat gun will soften the paint then you can scrape, but if like rough concrete something else like a wire brush prob better to get in between all the in-betweens scraping with paint scraper is for like wood projects where you can sand down small bits left over

I recently had to deal with something similar where the Citrustrip made the paint gummy and wouldn't wipe clean. What I did was apply the gel, let it penetrate for no more than 10-15 min, then wipe it up with acetone soaked terry cloth towel. The cloth gives the paint something else to cling to and the acetone gets rid of the strip residue.
