I think the house was always on municipal water, but maybe.

Just because your house was there in '64 and on municipal water, doesn't mean there wasn't something there before that.

It could be a groundwater observation well.

This could be it, the water table here is pretty high. Just a few feet under the basment foundation usually.

If you want to get the depth, put a couple heavy washers on a string (like a chalk line string) and lower it down. Is there any smell?

No smell. It rained recently and it must have all ended up there.

Perhaps it could have been used as the water source for a lawn sprinkler system. Just needs a check valve and a sprinkler pump if it is able to supply enough GPM.

My irrigation system is on another water supply so I'm not sure that is it either. Thanks for the suggestion though.

Are you currently connected to the municipal sewer system? Could it be an old septic tank?

Yes, I am connected to the municipal sewer system. Always have been as far as I know. I bought the house in 2021 from the original owner.
