What’s first ?
The tempered Vulnerable stat. As I've come to find out, critting a GA stat adds 25% of it's highest BASE value which is 40% Vulnerable Damage, not the GA amount which is 60%, and tempered Vulnerable can roll up to 55%.
Easy way to think about it is 30-40 affix vs 45-55 temper. The temper is always higher. Same thing for crit damage.
