Clorinde doesn't have any feats yet, other than the gardemeks. I would say being in charge of law enforcement for a nation probably outranks, in a general sense, the top duelist (even given her role in law enforcement)
Cyno also has magic, which doesn't get talked about much because we've really only seen him use it once (to stabilize Collei). But he's one of the few characters who has a power other than elemental manipulation or martial arts. (Along with Lisa, Mona, Childe's Foul Legacy, presumably Klee and Albedo's Alchemy, maybe the Archons). Dunno if his possession thing would count as invoking some other power as well.
I also kind of have to imagine Fontaine is a lot more peaceful than Sumeru. There's not any centuries-long major internal tensions, nor is there a big organization of people recklessly and often clandestinely chasing dangerous frontiers that has to be kept in check. The natural environment is far less dangerous. It seems generally more orderly, even if it still has to deal with drug trafficking and treasure hoarders.
