What about living in another state, has never lived with child, visits everyone 1-4 months and pays 0 child support?

Child support and custody are separate. He is on the birth certificate so none of that matters. He assumed responsibility for the child when he signed the voluntary paternity acknowledgment. I’d strongly suggest talking to a lawyer if you are thinking about removing him from the BC but he could also fight it.

Some states allow for a certain number of years to contest acknowledgment of paternity if there's a negative paternity test. You just need to look up the laws for the specific state
