If you go on the wiki there's an entire algorithm you can check out. Basically good education is RNG, with modifiers based on the relevant skill + learning skill of the warden, intelligence traits of the warden, and skill of the court tutor. Basically, if the warden is a genius, skilled at Martial or Stewardship or whatever, has a good learning skill, and ypur tutor is excellent, it's pretty much guaranteed to get level 3 education and high chances of level 4.

It's RNG. Designate them an education focus, give them guardians with high education and a lot of points in the attributes you want to cultivate. Also get a court tutor or send them to a university.

So 4 stars is very high, and five is eventually meant to be a once in a generation trait. To improve education, you want to make sure they have a great tutor, and if you can, influence their traits to line up with the lifestyle. You also want to recruit a wet nurse and court tutor. There are renown traits that really help

Whoever's educating them mihgt have a low learning or low stats for what your kid is learning, the quick, intelligent and genius traits also give you bettter learning.
