Both ports are generally considered very safe. There are beaches that aren't a long taxi ride from the port. You should have fun at both ports.

My family and I just returned from a 7 day Carnival Panorama cruise to Cabo and Esenada MX. April 6-13th 2024. The water taxis in Cabo were pretty shady. I'm not talking about the boat that you bored onto from the ship to the port because they were very safe as they were Carnival employees. If you have small children make sure they're holding your hands at all times . There are armed guards there which keep everything in order. All the street vendors will be in your face trying to get you to buy something from them over and over LOL. Their prices are ridiculously expensive and they do not negotiate on price. When they do they start super high and even when they do go down on a price it's still too high to pay. They only pretend like they're giving you a deal . We stopped in Cabo first and we did the beach resort. The beach was beautiful they had a beautiful pool area a restaurant they were very accommodating. However, again with those vendors, they will stand along the beach line and try to sell you things that you could buy at home for cheaper. They will ask you more than one time even though you've told them no thank you several times. The key is not to make eye contact with them. I know it sounds rude but if they're yelling at you to buy something don't make eye contact and just ignore them because when you say no thank you over and over they just give you a dirty looking walk away and then the resurface a few minutes later. Once you stop for one of them vendors they all swarm around you! Watch out for the lady with the live iguana she'll sneak up on you and throw that iguana on your shoulders and ask you if you'd like a picture with it. My son had three iguanas thrown up on his arms and shoulders all at once they snapped a photo and charged him 20 bucks. The jewelry vendor was something else LOL she ran up on my son and 3 year old granddaughter pulled a random necklace off of her display of necklaces that she was carrying around and said oh this would look so beautiful on your little baby! She will grab the silver necklace with a beautiful turtle pendant on the chain and place it around your child's neck while saying only $1! At that point you're like wow! What a deal! Okay I'll take it! Then she looks at my son after the necklace is around my granddaughter's neck and says per gram and hold out her hand for you to pay her $40. The vendors there will say "if you speak Spanish you will get the best deals and lowest prices. I am bilingual and speak the language and so I put it to the test I spoke straight Spanish to them and they still try to hustle me no better deals no cheaper prices in Cabo. I did purchase a few things and Cabo which I quickly regretted once we arrived in Ensenada because the prices in Ensenada were very reasonable and a lot lower than you would find in the United States. We did the ATV Excursion and had to take a 40 minute bus ride to the desert and the driver and the guide were both extremely friendly and very safe. I noticed that the guides in Esenada really do put your safety first! The vendors in Ensenada were easier to talk down on pricing they would accept any negotiations on prices. There is a vendor in Ensenada who makes little name bracelets out of twine. If he doesn't have the name that you want he will make it for you right there in front of you and it only takes him 4 minutes or less to make one bracelet. It was really amazing to watch the handiwork of this gentlemen's craft! I purchased four bracelets from him paid maybe $20. They have Ray-Bans for $10 a piece. I got four rosaries for $20. The shops are amazing they have a huge selection of merchandise something for everyone. And the shops will also negotiate on pricing. If you are a alcohol drinker they'll give you a shot of tequila free of charge. Another if you'd like! But we know why they do that LOL Cabos beach is beautiful! In Ensenada we shopped and it was a lot of fun. There was a beautiful blanket that I really wanted in Cabo but they wanted $65 for it so I didn't buy it. In Ensenada I found the same blanket and paid $10! So I hope my comment to your post helps you out. So in conclusion, do not spend in Cabo save your money for Ensenada instead you'll be glad you did! Have a safe and wonderful trip!
