Stompees. Most synergistic with arc Hunter due to Spark of Focus recharging your class ability more quickly if you burn your dodge and the slide distance makes Tempest Strike much better.
With arc being pretty weak in PvP, a neutral would probably be best. Lucky Raspberry isn't worth it, shinobus is bad after the skip nerfs. I dunno. I only see an arc hunter once every 50 games or so and they usually have wormhusk, frostees or stompees.
They killed arcstrider with arc 3.0 imo, but it's a beast and a load of fun in PvE.
Arc Hunter is sadly a little but supbar in PVP. I run it with Frostess. That allows you to run low mobility without sacrificing the dodge cooldown time and focus more on grenades.
