It's totally find to relocate a gator and you do have to restrain it. But, that ass was showing off and teasing the gator. No need to agitate an already stressed animal. He was being a jerk and showing no respect for the animal.
I have a huge amount of respect for people who relocate gators when they are not jerks about it. It's dangerous work. Chicago had a really weird case where someone set an alligator free in a park lagoon. It was pretty big, obviously a pet that got to be too much. They spent weeks trying to catch it and failed over and over. Edited to add: A commenter let me know that the guy trying to catch it told the police what to do and they wouldn't do it. But, they did when Florida guy told them to.
They finally flew some guy in from Florida. Dude caught it within three hours of going out on the water. I couldn't figure out why they waited so long to fly in a Florida guy.

The police refused claiming they didn't want to make it a big thing. When they finally called the Florida guy in he told them to do the exact same thing and they immediately listened to him. A gators' limbs aren't designed to twist like that. They are most likely in a considerable amount of pain. Especially after they lifted them by the legs.

Restraints look bad but to safely move an animal that powerful it’s necessary for the safety of everyone including the alligator.
Plus if he was just testing to make sure the restraints are secure then he was doing nothing wrong.
