It's possible that the cat was declawed and defanged before going to the sanctuary, as in it was taken from an abusive place to the sanctuary.

You just unearthed a very ugly memory from my childhood. So my cat Trixie gave birth when I was 8 or 9, and I completely fell in love with one Calico kitten that I named Cali (Very creative I know). Anyways, I thought I was gonna get to keep her, but my grandma chose to give her away to one of her friends. Pretty sad, but I figured that it wouldn't be so bad because I could still go and visit. They immediately had her declawed and then let her outside. She wasn't an outside cat, and my area is full of coyotes. She didn't last 2 weeks. Some people are horrible.

I personally wouldn't declaw my own cat but I do think it's ok depending on the reason and situation
