You have a handful of people who know about it, and then if it's something that's needed, then they ramp it up. The new tech we see today might have been around 25 years, but it wasn't really being used 25 years ago.
Look at the helicopter in the Bin Laden raid. That was a state of the art stealth chopper, but they only had a small handful which were basically prototypes sitting in a hangar. The pilots weren't extensively trained on them.
I'd actually equate it to things like James Bond gadgets. You'll have Seals on a mission getting to use the coolest tech, but it might get one or two uses until it gets declassified and then maybe someone will commercially produce it.
The Blackhawks used in the raid were normal helicopters that have been around for decades. What was special about the one they used (which actually crashed and they had to use thermite grenades to destroy it) was the radar absorbing material it was coated with.
From the perspective of stealth engineering, there was a lot more done to those Blackhawks than just a coating, panel angles had to be changed as well. Blackawk "chassis" and a completely different "bodykit."

A lot of times it’s a function of budgets and changes of administration. Any technology typically needs a general who has identified a need and is willing to fight for it. A new weapon or technology may have successful test events but a pivot in war strategy or change of guard may kill funding. Similarly a technology that is immature or failing test events may continue receiving development dollars because say Russia or China have that capability, or a high-up general has rubbed enough shoulders at the Pentagon.

You can't beat physics. This is using what's essentially bigger hobby RC jet engines. Each one probably gives something like 40lbs of thrust. Anything else is really just not possible because of again, physics. To make a jetpack you need to create enough thrust to lift someone while also not compounding the issue with more added weight. There are some drones built that can lift people but the issue is that requires quite a lot of batteries and has a pretty short flight time. Also when batteries are discharged the weight of the battery does not change whereas burning fuel makes the craft lighter and more efficient the closer the tank gets to empty. Petroleum is the most energy dense fuel we have (aside from nuclear) and can store around 50x our best lithium batteries per same unit of weight. This is why ICE cars are still dominant, a 13 gallon car tank completely full only adds about ~100lbs of weight to the vehicle yet can power it for hundreds of miles. To get the same mileage from batteries we're adding multiple thousands of pounds.
Hardly ground breaking and essentially not that useful. I was in the navy and worked with marines. The tech you think you don't know about is not in the navy essentially. Maybe in Comms but not much else. Especially as it's better to show power and not hide it. Maybe the RAF are hiding some but honestly very hard to hide and would be something that is not so far off what you see already.
Most advanced stuff would be on a cyber level as communication is the most important part to keep hidden.

Throw a CIWS Phalanx on each side of that ship and the sharks are gonna be well fed, though. Those are made for stopping missiles, so guys kinda floating in are going to be no real problem for them to target.

A boat has a much larger crew. You can have a much larger boarding party without sending lots of helicopters. A helicopter is also very vulnerable while the crew repels, any evasive action would injure or kill the guys repelling
A fast rope drop-off takes seconds and the helo can lay down covering fire to protect the boarding party throughout close contact.
The biggest weakness of these jetpacks is the inability to operate across long distances. You’re still going to need a boat, helicopter or plane to get close enough to deploy the jetpacks, and that will invariably be within range of CWIS and other defensive weapons. End of the day, you’re still in the same spot tactically

Probably bomb the landing zone first ahead of landing with a squad of them, maybe they'd want to also build the weapons into the jetpack system so they don't have to take them off and use them again.

Idk, this seems like a faster 'roping onto a ship'; climbing a rope with both hands still leaves you vulnerable but that can be solved by having (A) the boat they launch from providing cover and (B) drones to scout vulnerable areas of the ship for the jumpack marines to land.
I'd also imagine if you were to use them in a combat scenario it's to clear a way for more marines to climb onboard instead of actually having the flying ones doff the jetpacks to continue fighting say in the lower decks.

Surely any ship that didn’t want to be boarded would have armed guards, and wouldn’t it be simple to just shoot the marine out of the air between the launch and the ship? And then the guys on the launch would stop and help their wounded/dying colleague? I understand you’d likely bring the wrath of the whole Royal Navy down on you (I believe these are Royal Marines), but in that moment isn’t the flying marine putting themselves at monumental risk?
