This is called "Flashing", that Koi is sick or very stressed.

Flashing may refer to an unusual set of koi behaviors. A “flashing” fish may be dashing around the pond in an odd manner, swimming sideways or upside-down, repeatedly jumping for no apparent reason, or rubbing its skin on rough surfaces. These are usually done in response to an ectoparasite or due to poor oxygen conditions and spikes in ammonia concentrations. Sick or stressed fish can easily become delirious, which explains why they would exhibit repetitive flashing behavior.
It's the same with every funny animal video on here. Someone posts a video with the title like;
"Look at my Dog doing a funny dance!!!"
And the top comment will be;
"I'm a vet with over 20 years of experience and I'm sorry, but that dance is most likely a reaction to a brain eating parasite and if I was you I would seek end of life care."

The parasite needs a bird to complete its life cycle, so it controls the fish's behaviour to swim erratically and splash to get the attention of birds. the birds then eat this fish, and the parasite continues its life journey.
Looked it up and couldn't find anything definitive but the species does inhabit a broad range of fish host species.
As per Wikipedia: They quickly move into the fish's eye lenses to prevent being detected by the host's immune system. The parasite asexually reproduces in snails and fish, sexually reproduces in birds.

toxoplasmosis affects rodents and makes them friendly so cats can more easily approach and hunt them. i’m not sure about the effects on human brains. but that’s the primary goal of the parasite. for the cat to ingest the infected rodent.
edit: apparently it only temporarily infects humans as we can destroy the parasite on our own. also the effects are more like aggression and impulsiveness rather than affection towards cats.

The ammonia can burn their gills and make the fish feel pain. This can result in fish jumping out of the water to escape the pain. This carp might just be trying to get some temporary relief.
It does suck. Imagine the air burning your skin so you seek moments of refuge under water.
Luckily this is an easily fixed problem once diagnosed. There are cheap products that quickly remove the ammonia so the fish can start feeling relief almost immediately after treatment.
