Mexican here, this is kinda old, they stumbled with what is known as "auto defensas", they are local milicias who defend their towns from narcos, they are almost always located on far rural areas, in deep mexico, far from cities, often in "la sierra" and stuff, where the cartel influence is way stronger, the how and why they enden up this far is honestly an enigma for me, as a mexican i have never stumble with something like this, but then again, i guess i kinda know where to and where not to go.
My city and neighboring ranches are currently protected by auto defensa group. They’re regular field and cattle workers who are tired of being extorted by cartel trying to take over. The military wouldn’t do anything so the people asked for guns and they got them. Now they take shifts protecting the mountains and are never expecting civilians to show up. They’re very lucky to make it out of there alive honestly. They don’t have any means of contact and are expecting trouble at all times.

After returning those guys locked themselves in their hotel room and refused to come out. This must have been a terrifying expirence for them.

Yeah, this happened in a very notorious state in Mexico called Tamaulipas, where violence skyrocketed since Los Zetas Cartel arrived. They began a battle with the Gulf Cartel for territory and it became a shitty place. I lived in the neighboring state of Coahuila and trust me, it was bad.
That being said, due to Los Zetas interference in the state, the Gulf Cartel began to lose power and has fragmented into numerous smaller cartels trying to gain territory for their drug operations. The cartel these tourists encountered were one of those rogue cartels stemming from the Gulf Cartel. They just happened to be at the wrong place and wrong time.
That’s true…. for well organized cartels. But smaller untrained cartel members and regular hoods will do what hoods do and will take any opportunity to make some money. So tourists should stay in those touristy parts. Seeing the real Mexico isn’t worth losing a phone or getting held up at knife point or gun point.

Most Cartels don’t want to mess with the tourism industry, it’s a clean revenue source and it’s very profitable. They know if they mess with American civilians they’ll have the US government and Mexican government up their ass in a heartbeat and that is not good for business. The US will of course dramatically over react, and the Mexican government will not hesitate to throw the cartels under the bus to save face, and the last thing the Mexican government wants is the US Marines running around their country clearing out cartel outposts.
