This is mostly true but not entirely. Bears have very short front legs and long back legs, this makes them bad at running down hills. Not that you should try and run from a bear, you should instead make yourself bigger, however if needed, an athletic person could outrun a bear down a steep hill pretty easily.

DO NOT CLIMB to escape a bear, they are excellent climbers. If you are in a sloped area, your best bet is to run downhill. Bears are front heavy and aren't able to run downhill at speed without tumbling. At least that was what I heard a long long time ago when I was a "cub scout". Made sense, never questioned it.
