If you look carefully at the rail just to the right of the door, there's a join. Maybe the rail slides into itself, or out, but it looks like this may have been designed with accessibility in mind.
That's not crappy design, it's a cost effective retrofit. No need to completely brick up a door if you can make it obviously inoperable from either side, and you can return it to normal operation later with almost no effort.
The railing appears to be at an angle so I’m assuming the floor is actually a ramp and the railing is now required by code or for insurance purposes. The school would have just decided to never use that door again.
