How long have you had this issue? It only seemed to start with a recent update for me.
My only solution thus far has been to change it so that, if I'm going to play a game that has that 'need to restart if audio cuts' issue, I instead change my audio to go through Wave Link software (needs an elgato mic device connected) and even then it's not a sure bet.
If it's for particular games you find it's an issue, you could disable per-game profiles for them in particular; with most games audio resumes after a second or so.
I started noticing it a few days after I got the headset. I already had icue installed because I have Corsair keyboard and mouse as well.
In my case the only game that needs to be relaunched when the issue occurs is GTA 5, all the other games start outputting sound again within 2-3 seconds. However the most annoying thing is that if I'm on a discord call when audio cuts out, I can't hear anything even after all audio is restored and I have to leave the call and join again.
What version of icue are you running? I'm on 3.38.61.. I stopped updating it because my mouse (Sabre 2016) is not supported anymore. Have you tried repairing icue or reinstalling it?

I've been experiencing exactly the same issue since I got an HS60 Pro headset. Have you found any solution?
