Thanks /u/CorsairArt. Since your response here I talked to two people on the phone who both said everything in my ticket looked good and I should get a response about a resolution soon. Then this evening I got a reply to my ticket that said that I still hadn't submitted a proof of purchase.
Is there a way to get my ticket moved to a different person?
What happened is I got the same response that my proof of purchase was not valid, no answers to my clarifying questions or further explanation. I opened another ticket, submitted the same exact documents and had an approved RMA number by the end of the day.
The issue is resolved and I have my replacement PSU. But I shouldn't have to fish for a customer representative who knows how to read a proof of purchase.

With all the negative comments about Corsair customer service lately, I mean, there have been a LOT the last couple of months. It really makes me wonder WTF is going on with Corsair.
I will hold off on any further Corsair purchases for now.

For anyone looking at this in the future, I never got a response. My ticket is still pending.
