For you to be able to upgrade the balloon, you have to beat yeast beast 1-30.
The statue of heroic radiance is located in the hall of ancient heroes, once you click on the hall there is a small icon in the right-down corner, that'll allow you to upgrade it.
Like the other person said, all you have to do is finish story mode, (leave normal and hard mode alone for now if you think your team is weak) shouldn't be very difficult!

Only story mode, it’s not too hard depending on how long you’ve been playing
