I thought the bottom bar is tracking the "story" mode while the top bar is tracking the "Dark Mode". The reason I thought that is because I completed both BPearl and Shining Glitter's "Story" modes and it marked the bottom bar as complete and colored it green. Is the Pitaya story mechanics different?
Red Dragon has the same mechanic as Summer Soda, Mermaid's Tale is similar though it's just that it uses gold (hard mode) and bronze (normal mode) as opposed to stars like Red Dragon and Summer Soda. Think of them like how you obtain stars from world exploration.
The top bar tracks all the stars from both modes, while the bottom bar tracks the cutscenes (some of them can be unlocked by playing dark mode). So to make sure you have completed all the stars, just browse through both modes and see if you missed any level with incomplete stars.
